TUYEP TECHNICAL ASSISTANCE PROJECT

The technical support component of “Implementation of the Turkish Qualifications System and Framework Operation (TUYEP )” , funded under the European Union Pre-Accession Assistance Tool (IPA II) Employment, Education and Social Policies Sectoral Operational Program (IESP SOP), was officially launched with the kick-off meeting held on November 25, 2019. The technical support component, which has an implementation period of 36 months, is aimed to be completed in November 2022.

The Contracting Authority of the Technical Assistance component is the Directorate of European Union and Financial Assistance under the Republic of Turkey Ministry of Labour and Social Security and it is implemented by a consortium led by GOPA Danışmanlık Ltd.Şti.

In line with the main objectives of strengthening the institutional capacity of VQA and its stakeholders, strengthening the National Vocational Qualifications System (NVQS) and developing the implementation of the Turkish Qualifications Framework; it is aimed to carry out training activities for certification bodies (ACBs) authorized by VQA, sector committees formed within VQA, auditors in the VQA auditor pool and related stakeholders, to review and develop the secondary legislation of VQA, to strengthen the quality assurance system, to develop VQA and TQF portals, to raise awareness of NVQS, VQA and TQF and to carry out informative activities.

In order to achieve the objectives within the scope of the Technical Assistance Component;

• Capacity-building trainings will be carried out for VQA staff, auditors and technical experts in the technical expert pool, members of the sector committee, institutions and organizations preparing occupational standards and qualifications, and authorized certification bodies.

• Research studies on NOS/NQ development, assessment and evaluation, external verification and audits will be carried out and relevant guidelines will be prepared, updated and relevant trainings, including the stakeholders, will be carried out. With these activities, the quality assurance system will be improved.

• Relevant legislation and procedures for the Turkish Qualifications Framework (TQF) will be reviewed and updated. Trainings will be carried out for the relevant staff of the institutions and organizations working related to TQF. Toolkits related to TQF will be prepared and distributed. A national and international conference will be held within the scope of TQF.

• VQA Web Portal will be made more effective, the functionality of the VQA Portal will be improved, VQA and TQF websites will be improved.

• Informative activities and promotional activities such as national and international conferences, workshops, seminars, regional information meetings, study visits abroad, peer learning activities will be organized.

• Toolkits, promotional materials, spot films and educational videos related to VQA processes will be prepared and promotions will be made.
